STATEMENT OF PURPOSE

The Schools Library Service supports formal education in the County Borough Councilsof Caerphilly and Blaenau Gwent by:

Providing advice in the management, organisation and use of school libraries and resources.

Promoting and providing resources to support teaching staff and the educational needs of young people.

These objectives are met swiftly and effectively by extending to all customers the following services: -

Advice and In-Service Education and Training by professional staff on the management, organisation, development and promotion of school libraries and resources.

Loans of specially selected, relevant, high quality resources to support the information and reading requirements of children and young people in schools.

Promotion and demonstration of resources, including Information and Communications Technology, to assist staff in schools in the purchase of appropriate material.

 

CUSTOMER DEFINITION

The service is available to all teachers employed by Caerphilly County Borough Council and Blaenau Gwent County Borough Council, including home tutors and learning support teachers.  It is also available to Local Education Authority Advisors.

 

ACCESS

The service is available during Schools Library Service opening times:

9.00 a.m. - 5.00 p.m. Monday – Friday

We will open outside these hours by prior arrangement.

The Service will not be available on public holidays.

The Service is accessible for people with disabilities.

Specialist advice will be available during opening hours to all customers, by prior arrangement.

Customers may contact the service by telephone, fax or e-mail.

PERFORMANCE INDICATORS

Customer satisfaction regarding access is monitored by the use of questionnaires, customer comments sheets, and through electronic and face-to-face feedback.

 

CUSTOMER CARE

1. All customers will be greeted on arrival and offered assistance.

2. All visitors’ names and schools will be recorded in the Service welcome book.

3. All customers will receive assistance, as required, in finding information or resources.

4. Staff will wear name badges at all times.

5. The facility will be maintained in a clean and tidy condition. Clear guiding will be provided for all resources. Opening hours will be displayed prominently.

6. Telephones will be answered within five rings with ‘Schools Library Service {staff name} speaking, Can I help you?’

7. All e-mails will be responded to within two working days.

8. All correspondence will be replied to within two working days. 

9. Customer comment sheets will be readily accessible and customers encouraged to comment.

10. Customer service records providing details of contact, training, advice and loans will be maintained to ensure continuity and quality of service.

11. Methods of customer consultation will be reviewed annually.

 

PERFORMANCE INDICATORS

Customer satisfaction regarding customer care is monitored by the use of questionnaires, customer comments sheets, and through electronic and face- to- face feedback.

 

ADVICE AND LIBRARY TRAINING

1. Advice and In-Service training will be provided to all schools on request, subject to staff availability.

2. Subject indexes will be provided to all schools free of charge.

3. All schools will receive regular reminders of the availability of advice and training.

4. Primary and Secondary School Library Forum meetings will take place every term. These meetings will be convened by the Schools Library Service Librarians. Minutes will be distributed to all schools and published on our website.

5. All schools are eligible for a pre-inspection review of their library on request with a written or verbal report as required.

6. Centralised training days will be provided regularly.

PERFORMANCE INDICATORS

The number of Advisory visits and Inset days are recorded on a monthly basis. The effectiveness of Inset days and advisory visits are monitored by evaluation sheets and questionnaires.

INFORMATION AND COMMUNICATION TECHNOLOGY

1. Librarians will be trained to assist customers in the use of the Internet and electronic resources and will promote these to schools accordingly.

2. Librarians will evaluate and promote the use of relevant curriculum related websites.

3. Primary schools will be encouraged to purchase the Primary Library Database to record their library catalogue and facilitate the loaning of books.

4. Librarians will provide training and support in the use of the Primary Library database as required.

5. Our website will be regularly updated to provide customers with the information they require.

PERFORMANCE INDICATORS

The number of schools purchasing the Primary Library Database is monitored on a monthly basis. The Website and Advisory Service are monitored in our questionnaires.

FICTION EXCHANGE

1. A Fiction Exchange will be provided to all Primary, Secondary, Local Education Authority Nursery and Special Schools

2. A Fiction Exchange will be offered twice a year.

3. The Fiction Exchange entitlement will be 1.5 books for each full time pupil at school. The minimum entitlement will be 100 books.

4. The age range and ability of pupils and any special requirements will be assessed when preparing the Fiction Exchange.

5. No damaged or outdated books will be included in the Fiction Exchange.

6. Fiction Exchange deliveries will include a printed list of books, if requested.

7. All books will be identified with red tape on top of the spine to indicate that they belong to the Schools Library Service.

8. Fiction Exchange boxes will have pink labels to distinguish them from the Project Loan service.

9. Schools will be notified of the date of exchange in writing at least two weeks before the exchange takes place. A list of books to be collected will be included.

10. Schools will be notified one week beforehand to remind them of the exchange date.

11. The Fiction Exchange for Welsh language schools will contain all Welsh language material at Key Stage I and at least 50% Welsh language material at Key Stage 2, 3 and 4, (unless otherwise specified by the school.)

PERFORMANCE INDICATORS

The Fiction Exchange service is monitored by feedback obtained from evaluation sheets and questionnaires.

PROJECT LOANS

1. Project Loans will be provided to teachers in Primary, Special, Local Education Authority Nursery and Secondary schools.

2. The books will be of high quality, current and in good condition.

3. Project Loans will be selected by trained staff and will be delivered to schools or made available for collection. Customers may also select their own project loan resources if preferred.

4. The Project Loan will consist of up to 60 books and 10 multi-media items.

5. Projects for collection will always be available by the date specified.

6. All Project Loans issued will include a copy of the request.

7. Project Loans will be collected from schools during the last full three weeks of term. Lists of books to be collected will be sent to schools at least two weeks in advance, and schools will be notified one week in advance.

8. Project requests received by the date specified will be delivered within the first three weeks of term. Project requests received after this date will be delivered where possible.

9. Project books for Welsh language schools will contain all Welsh material for Key Stage I and include a selection for Key Stages 2, 3 and 4 where possible.

10. All books will be identified with red tape on top of the spine to indicate that they belong to the Schools Library Service.

11. Project Loan Service boxes will have green labels to distinguish them from the Fiction Exchange Service.

PERFORMANCE INDICATORS

The Project Loan service is monitored by feedback obtained by evaluation sheets and questionnaires.

MULTI MEDIA

1. Loans will be made to individual teachers, with a maximum of 10 items per person.

2. Items in stock, but not immediately available for loan, will be reserved on request. When items become available, customers will be notified by telephone.

PERFORMANCE INDICATORS

Use of audio-visual loans is monitored on a monthly basis by the recording of issue statistics. Customer satisfaction is monitored by evaluation, sheets and questionnaires.

DELIVERY

1. Each school will be offered two exchanges of fiction books a year.

2. Previous Fiction Exchanges will be collected when the next is delivered.

3. Delivery and collection of Project Loans will be timetabled so that schools have books for an equal length of time. The delivery rota will be organized so that all schools have an equal opportunity to receive their books near the beginning of term.

PERFORMANCE INDICATORS

The delivery service is monitored through the questionnaire.

MARKETING

1. Newsletters will be produced and distributed to schools at least twice a year.

2. Welcome Leaflets will be available at all times.

3. Librarians will assist schools with the arrangement of visits from authors, storytellers and creative writers.

4. A notice board will be maintained for customer information.

5. Annual reports will be submitted to Caerphilly and Blaenau Gwent Committees.

6. Librarians will attend relevant promotional events to market the service.

PERFORMANCE INDICATORS

Evaluation sheets and questionnaires are used to monitor customer awareness and the effectiveness of marketing the service.

LITERACY SUPPORT

1. ‘Big Books’ will be purchased to support literacy teaching.

2. Support will be provided for literacy initiatives on request.

3. Author/Storytellers/Creative writing visits will be arranged where possible to support literacy initiatives.

4. Visits to specialist suppliers will be arranged to facilitate cost effective purchasing of resources.

COMPLAINTS PROCEDURE

1. All staff will actively encourage and welcome comments and complaints in order to obtain feedback and effect any necessary service improvements.

2. All problems will be dealt with fully and solved wherever possible.

3. All complaints, either written or verbal, will be recorded on complaints monitoring forms along with details of the action taken.

4. All comments/complaints will be passed immediately to Chris Selby, the SLS Manager, or Alison Court, the SLS Librarian. These will be replied to within 48 hours where necessary.

5. Any customers dissatisfied with the response received from Chris Selby, or Alison Court, may take their complaint to Mary Palmer, the Principal Officer, Libraries.

Mae’r Gwasanaeth Llyfrgelloedd i Ysgolion yn cynorthwyo addysg ffurfiol yng Nghynghorau BwrdeistrefSirol Caerffili a Blaenau Gwent fel a ganlyn:

Darparu cyngor ynglŷn â rheoli, trefnu a defnyddio llyfrgelloedd ac adnoddau ysgolion.

Hyrwyddo a darparu adnoddau er mwyn cynorthwyo staff addysgu ac anghenion addysgol pobl ifainc.

Diwellir yr anghenion hyn yn brydlon ac yn effeithiol trwy ymestyn y gwasanaethau canlynol i’r holl gwsmeriaid: -

Cyngor ac Addysg a Hyfforddiant Mewn-Swydd gan staff proffesiynol ynglŷn â rheoli, trefnu, datblygu a hyrwyddo llyfrgelloedd ac adnoddau ysgol.

Benthyg adnoddau, dethol, perthnasol o ansawdd uchel ar gyfer cynorthwyo anghenion gwybodaeth a darllen plant a phobl ifainc mewn ysgolion.

Hyrwyddo ac arddangos adnoddau, gan gynnwys Technoleg Gwybodaeth a Chyfathrebu, er mwyn helpu staff mewn ysgolion i ymgymryd â phrynu defnyddiau addas.

Mae’r gwasanaeth ar gael i’r holl athrawon a gyflogir gan Gyngor Bwrdeistref Sirol Caerffili a Chyngor Bwrdeistref Sirol Blaenau Gwent, gan gynnwys cymorth tiwtoriaid gartref a dysgu, Mae hefyd ar gael i Ymgynghorwyr yr Awdurdod Addysg Lleol.

CYNGOR A HYFFORDDIANT LLYFRGELL

1. Darperir Cyngor a hyfforddiant Mewn-Swydd i bob ysgol ar gais, yn amodol ar argaeledd staff.

2. Darparir mynegeion pwnc i bob ysgol yn rhad ac am ddim.

3. Bydd pob ysgol yn derbyn llythyron atgoffa cyson ynglŷn ag argaeledd cyngor a hyfforddiant.

4. Bydd cyfarfodydd Fforwm Llyfrgelloedd Ysgol Cynradd ac Uwchradd yn digwydd pob tymor. Ymgynullir y cyfarfodydd yma gan Lyfrgellwyr y Gwasanaeth Llyfrgelloedd i Ysgolion. Dosberthir cofnodion i bob ysgol ac fe’u cyhoeddir ar ein gwefan.

5. Mae hawl gan bob ysgol i adolygiad rhag-arolygiad o’u llyfrgell ond iddynt wneud cais a chael adroddiad llafar neu ysgrifenedig yn ôl eu dymuniad.

6. Darperir diwrnodau hyfforddi canolog yn rheolaidd.

DANGOSYDDION PERFFORMIAD

Cofnodir nifer yr ymweliadau Ymgynghorol a Hyfforddiant-Mewn-Swydd ar sail fisol. Monitrir effeithiolrwydd diwrnodau Hyfforddiant-Mewn-Swydd ac ymweliadau ymgynghorol gan daflenni gwerthuso a holiaduron.

TECHNOLEG GWYBODAETH A CHYFATHREBU

1. Hyfforddir Llyfrgellwyr i gynorthwyo cwsmeriaid gyda’r defnydd o’r Rhyngrwyd ac adnoddau electronig a byddant hefyd yn hyrwyddo’r defnydd o’r rhain i ysgolion.

2. Bydd Llyfrgellwyr yn gwerthuso a hyrwyddo’r defnydd o wefannau perthnasol cwricwlwm-gysylltiedig.

3. Anogir ysgolion cynradd i brynu’r Gronfa Ddata Llyfrgelloedd Cynradd e mwyn cofnodi eu catalog llyfrau a hwyluso’r defnydd o lyfrau.

4. Bydd llyfrgellwyr yn darparu hyfforddiant a chymorth yn y defnydd o’r Gronfa Ddata Llyfrgelloedd Cynradd yn ôl yr angen.

5. Diweddarir ein gwefan yn rheolaidd er mwyn darparu’r wybodaeth y maent ei hangen i gwsmeriaid.

DANGOSYDDION PERFFORMIAD

Monitrir nifer yr ysgolion sy’n prynu’r Gronfa Ddata Llyfrgelloedd Cynradd ar sail fisol. Monitrir y Wefan a’r Gwasanaeth Ymgynghorol yn ein holiaduron.

CYFNEWID FFUGLEN

1. Darperir Cyfnewid Ffuglen i bob Ysgol Gynradd, Uwchradd, Meithrinfa yr Awdurdod Addysg Lleol ac Ysgolion Arbennig.

2. Cynigir Cyfnewid Ffuglen ddwy waith y flwyddyn.

3. Yr hawl Cyfnewid Ffuglen fydd 1.5 llyfr ar gyfer pob disgybl amser llawn yn yr ysgol. 100 o lyfrau fydd yr hawl leiafrifol.

4. Asesir ystod oed a gallu disgyblion ac unrhyw anghenion arbennig wrth baratoi’r Cyfnewid Ffuglen.

5. Ni chynhwysir unrhyw lyfrau sydd wedi’u difrodi neu sydd wedi dyddio yn y Gyfnewid Ffuglen.

6. Bydd Cyfnewid Ffuglen yn cynnwys rhestr brintiedig o lyfrau, os gofynir amdano.

7. Gellir adnabod pob llyfr wrth y tâp coch ar ben uchaf y cefn sydd yn dangos eu bod yn eiddo’r Gwasanaeth Llyfrgelloedd i Ysgolion.

8. Bydd gan focsys Cyfnewid Ffuglen labeli pinc er mwyn eu gwahaniaethu oddi wrth y gwasanaeth Benthyciad Prosiect.

9. Hysbysir ysgolion yn ysgrifenedig ynglŷn â dyddiad y gyfnewid o leiaf ddwy wythnos cyn i’r cyfnewid ddigwydd. Cynhwysir rhestr o lyfrau i’w casglu.

10. Hysbysir ysgolion wythnos ymlaen llaw er mwyn eu hatgoffa am y dyddiad cyfnewid.

11. Bydd y Gyfnewid Ffuglen ar gyfer Ysgolion Cymraeg yn cynnwys defnyddiau Cymraeg yn unig yng Nghyfnod Allweddol1 ac o leiaf 50% o ddefnyddiau Cymraeg yng Nghyfnodau Allweddol 2, 3 a 4, (os na bydd yr ysgol wedi nodi fel arall.)

 

DANGOSYDDION PERFFORMIAD

Monitrir y gwasanaeth Cyfnewid Ffuglen gan atborth a gafwyd oddi wrth daflenni gwerthuso a holiaduron.

BENTHYCIADAU PROSIECT

1. Darperir Benthyciadau Prosiect i athrawon mewn ysgolion Cynradd, Arbennig, Meithrinfeydd yr Awdurdod Addysg Lleol ac ysgolion Uwchradd.

2. Bydd y llyfrau o ansawdd uchel, yn gyfamserol ac mewn cyflwr da.

3. Dewisir Benthyciadau Prosiect gan staff a hyfforddwyd ac fe’u danfonir i ysgolion neu byddant ar gael i’w casglu. Hefyd, os oes yn well ganddynt, gall cwsmeriaid ddewis eu hadnoddau benthyciad prosiect eu hunain.

4. Bydd y Benthyciad Prosiect yn cynnwys i fyny at 60 o lyfrau a 10 eitem aml-gyfrwng.

5. Bydd prosiectau sydd i’w casglu ar gael bob amser erbyn y dyddiad penodedig.

6. Bydd yr holl Fenthyciadau Prosiect a ddanfonir allan yn cynnwys copi o’r cais.

7. Cesglir Benthyciadau Prosiect oddi wrth ysgolion yn ystod y tair wythnos lawn olaf y tymor. Danfonir rhestrau o’r llyfrau sydd i’w casglu i ysgolion o leiaf ddwy wythnos ymlaen llaw, a hysbysir ysgolion wythnos ymlaen llaw.

8. Danfonir ceisiadau prosiect a dderbyniwyd erbyn y dyddiad penodedig allan o fewn tair wythnos gyntaf y tymor. Danfonir ceisiadau prosiect a dderbynnir wedi’r dyddiad hwn allan pan fo’n bosibl.

9. Bydd llyfrau prosiect ar gyfer ysgolion Cymraeg yn cynnwys defnydd Cymraeg yn unig ar gyfer Cyfnod Allweddol1 a detholiad ar gyfer Cyfnodau Allweddol 2, 3 a 4 lle bo hynny’n bosibl.

10. Gellir adnabod pob llyfr wrth y tâp coch ar ben uchaf y cefn sydd yn dangos eu bod yn eiddo’r Gwasanaeth Llyfrgelloedd i Ysgolion.

11. Bydd gan focsys y Gwasanaeth Benthyciad Prosiect labeli gwyrdd er mwyn eu gwahaniaethu oddi wrth y Gwasanaeth Cyfnewid Ffuglen.

Monitrir y Gwasanaeth Benthyciad Prosiect trwy atborth a gafwyd oddi wrth daflenni gwerthuso a holiaduron.

AML-GYFRWNG

1. Gwneir benthyciadau i athrawon unigol gydag uchafswm o 10 eitem y person.

2. Cedwir eitemau sydd mewn stoc, ond nad ydynt ar gael ar unwaith i’w benthyg, os gwneir cais. Pan fo eitemau yn dod ar gael, hysbysir cwsmeriaid trwy alwad ffôn.

DANGOSYDDION PERFFORMIAD

Monitrir y defnydd o fenthyciadau clyweled ar sail fisol trwy gofnodi ystadegau defnyddio. Monitrir boddhad cwsmeriaid trwy werthuso, taflenni a holiaduron.

DANFON

1. Cynigir dau gyfnewidiad o lyfrau ffuglen y flwyddyn i bob ysgol.

2. Cesglir Cyfnewidiadau Ffuglen blaenorol pan ddanfonir y nesaf.

3. Amserlenni’r danfon a chasglu Benthyciadau Prosiect er mwyn i ysgolion gael llyfrau am amser cyfartal. Trefnir y rota danfoniadau er mwyn i bob ysgol gael cyfle cyfartal i dderbyn eu llyfrau yn agos i ddechrau’r tymor.

DANGOSYDDION PERFFORMIAD

Monitrir y gwasanaeth danfon trwy holiadur.

MARCHNATA

1. Cynhyrchir a dosberthir taflenni newyddion i ysgolion ddwy waith y flwyddyn.

2. Bydd Taflenni Croeso ar gael bob amser.

3. Bydd llyfrgellwyr yn cynorthwyo ysgolion wrth drefnu ymweliadau gan awduron, storïwyr ac ysgrifenwyr creadigol.

4. Cynhelir hysbysfwrdd at ddibenion gwybodaeth cwsmeriaid.

5. Cyflwynir adroddiadau blynyddol i Bwyllgorau Caerffili a Blaenau Gwent.

6. Bydd Llyfrgellwyr yn mynychu achlysuron hyrwyddo perthnasol er mwyn marchnata’r gwasanaeth..

DANGOSYDDION PERFFORMIAD

Defnyddir taflenni gwerthuso a holiaduron er mwyn monitro ymwybyddiaeth cwsmeriaid ac effeithiolrwydd marchnata’r gwasanaeth.

 

1. ‘Prynir ‘Llyfrau Mawrion’ ar gyfer cynorthwyo addysgu llythrennedd.

2. Darperir cymorth ar gais ar gyfer blaengareddau llythrennedd.

3. Trefnir ymweliadau Awduron/Storïwyr/Ysgrifennu Creadigol lle bo hynny’n bosibl er mwyn cynorthwyo blaengareddau llythrennedd.

4. Trefnir ymweliadau â darparwyr arbenigol er mwyn hwyluso pwrcasu adnoddau yn gost-effeithiol.

GWEITHDREFN GWYNION

1. Bydd pob aelod o staff yn weithredol wrth annog a chroesawu sylwadau er mwyn cael atborth ac ennyn unrhyw welliannau angenrheidiol i’r gwasanaeth.

2. Delir â phob problem yn llawn a’i datrys lle bynnag y bo hynny’n bosibl.

3. Cofnodir pob cwyn, naill gwyn llafar neu ysgrifenedig, ar ffurflenni monitro cwynion ynghyd â manylion am yr hyn a wnaed o ganlyniad.

4. Trosglwyddir pob sylw/cwyn ymlaen ar unwaith at Chris Selby, Rheolwr GLlY, neu Alison Court, Llyfrgellydd GLlY. Atebir i’r rhain o fewn 48 awr lle bo’r angen.
